Director of the Brazilian National Data Protection Agency (ANPD). He is a professor in the Department of Law at the Paulista School of Politics, Economics and Business of the Federal University of São Paulo (Unifesp) and a professor in the Professional Master’s Program in Public Administration (PROFIAP/Unifesp). He holds a Ph.D. in Law from the University of Milan, a master’s degree in Sociology of Law from the International Institute for the Sociology of Law (IISL), and a law degree from the Pontifical Catholic University of Rio Grande do Sul (PUCRS). He was a Visiting Scholar at New York University (NYU). He is an Associate Researcher at the Law and Democracy Center of the Brazilian Center for Analysis and Planning (Cebrap). His work focuses on economic law and the sociology of law, with experience in economic regulation, data protection, and competition law. Between 2023 and 2025, he served as Special Advisor to the Minister at the Office of the Comptroller General of Brazil (CGU).
