He holds a degree in Economics from the State University of Campinas – UNICAMP (1993), a master’s degree in Economics from the State University of Campinas – UNICAMP (1996) and a PhD in History from the University of Brasília – UnB (2014). He has been a diplomat since 1998. He served in the Brazilian Mission to the World Trade Organization (WTO) in Geneva (2003 to 2007 and 2014 to 2017), in the Brazilian Embassy in Australia (2007 to 2009) and in the Brazilian Embassy in Beijing (2019 to 2020). In Geneva, he was a negotiator in the areas of antidumping, subsidies, countervailing measures, safeguards, agricultural and SPS. He also negotiated services, investments, and e-commerce in Mercosur, FTAA, in negotiations with the European Union and in the WTO. At the Ministry of Foreign Affairs, he headed the Division responsible for trade negotiations with Egypt, Jordan, Morocco, among others; director of the United States department and chief of staff of the General Secretariat of Foreign Affairs. He was director of the Department of Trade Defense (DECOM) of the Ministry of Development, Industry and Foreign Trade (MDIC). He published several academic articles on trade defense and the History of Brazil. He also organized books on trade defense and was active as a panelist in the context of the WTO dispute settlement mechanism. He worked in the Special Advisory Office for International Affairs of the Special Secretariat for Strategic Affairs of the Presidency of the Republic. He was Special Secretary for External Relations of the Civil House of the Presidency of the Republic. He is currently the Brazilian deputy sherpa of the G-20.
