Jurist, Fulbright researcher (Georgetown University, USA), PhD (UERJ) with a focus on international regulation and technology. He holds an LL.M. in International Law from the University of Cambridge (UK) and a Diploma in International Human Rights Law from the European University Institute (EUI, Italy). He served as Secretary of the Inter-American Juridical Committee of the OAS and as a Human Rights Specialist for the Inter-American Commission and Court of Human Rights, in addition to having been Head of the Human Rights and GovTech areas at ITS Rio (Institute of Technology and Society of Rio de Janeiro) and Fellow of the Datasphere Initiative. He is currently Director of Government Affairs at Microsoft Brazil, and Adjunct Researcher at CETyS.
