She is the president of the Institute of Applied Economic Research (IPEA). She holds a PhD in Economics from the Federal University of Minas Gerais (Cedeplar/UFMG) and a master’s degree, also in Economics, from the University of São Paulo (FEA/USP), with a specialization in health economics. As a civil servant at the Institute since 1998, she has authored numerous studies on health financing and expenditure, health care accounts, monitoring, and analysis of public health policies, the labor market, and regional economics. She has conducted and coordinated evaluations, including those related to the Public Policy Monitoring and Evaluation Council (CMAP).
