PhD in Communication from UnB, Master in Public Law and graduated in Law from UERJ. Certified as a personal data protection specialist (Europe) by the International Association of Privacy Professionals (CIPP/E). Scholarship holder of the international program of Waseda University in Tokyo, between 2001 and 2002, with Academic Distinction. Professor of the Master’s and Doctorate in Law at IDP-Brasília and invited professor in several higher education institutions. She has been a public servant since 2007, a member of anatel’s career of Specialist in Regulation of Public Telecommunications Services. He has held different management positions at the Ministry of Communications – MC and in the Ministry of Science, Technology, Innovations and Communications – MCTIC
